ICV certification
ICV Consultant in Abu Dhabi
Soft Power Audit & Tax Agency provides complete In-Country Value (ICV) consultation for suppliers bidding on ADNOC and UAE government tenders. We prepare the documentation, complete the ICV template from your audited financial statements, and work with you to improve the score before submission.
Because ICV is calculated from audited accounts, the strength of your certificate depends on how well your bookkeeping and audit were handled during the year — which is where our combined audit, accounting and ICV experience matters.
What is ICV certification?
In-Country Value (ICV) certification measures how much of a supplier’s spending stays within the UAE economy — through local goods and services, Emirati and UAE-based employment, investment in fixed assets and local contribution. ADNOC and many UAE government entities require a valid ICV certificate, calculated from audited financial statements by an approved certifying body, from suppliers bidding on tenders.
Our ICV services
We manage the process end to end so your certificate is issued in time for the tender you are chasing.

What drives your ICV score
The score is built from clearly defined components. Understanding them early in the financial year — not after it closes — is what makes improvement possible.
- Goods manufactured in the UAE and local supplier spend
- Investment in UAE-based fixed assets
- Expatriate contribution and revenue from outside the UAE
- Third-party spend with ICV-certified suppliers
- Emirati and UAE-resident workforce costs
Documents required
Audited financial statements for the relevant financial year, the trade licence, supplier invoices and ICV certificates from your vendors, payroll and WPS records, the fixed asset register, and Emiratisation data. We provide a checklist and review each item before submission.
